How to create an innovate team building program everyone is happy to pay

No budget is the ultimate period sentence I hear over and over in Regent , it's nothing wrong , but it's too easy to make you giving up - then you lose your passion , driver and you become silence and going to the office for a " job " 
When taking ivy's invitation for design a team building program for Regent sales team - I am involved in the " no budget " scenario - I want to demonstrate a " 3rd alternative " and build a win-win thinking , I am thinking some innovate way for convincing every stakeholders : 
1. HR department should know the training provided will result to a low turn over - high morales and exceeding sales performance 
2. Chairman should know is not a firework in a flesh , but to provide a change seed for hard to find talent in the hotel market : sales 
3. Sales team should know even out of their own pocket - if any training and developing can bring a sustainable growing to them . They see willing to invest on them self
4. For trainer like me : I am willing to take the bet on the end result for better return and to measure by overall sales performance and retention but not only measure by the after workshop survey 
Then I will produce my " market price " for the 3 days programs and take no advance on that and see how the 4 party involved willing to make a investment on the program ! 
To convince Steven : it's a tool provide and seed moderator / to bring forum a corporate culture to all / a module to the extend to all function and extended to other property !
