My complain letter not sent

Dear Cythnia .
 One more question . Why the mistake done by the hotel result to a guest like me suffering all the complicate situation ? 
 Who should pay for the mailing ? Courier fees? Why should I mail to a front desk staff ? Why can't I mail it to the GM of the hotel and to complain the redundancy and awful procedure ? Why can't YPO BJ use it as next ( advance ) payment for anyone who will stay at the hotel and free me from all the trouble ?
