Ching Shen clinic

I am here by 8:00 am, it open at 8:30 am , I am the first person registered and my appointment tickets is : 16 ? Why , even thought there is multiple way to register, but to serve for those who come in person a better arrangement is a common knowledge, I don't know why and I can't figure it out ?
And on the tickets , it mentions if any complains , please write it down and throw it into the suggestion box . I don't believe anyone will either check it or improve it .
I waited for 30 minutes already and I don't know when number 16 will be called.
